Dr Agnes Bernhard

Team Leader

Agnes Bernhard holds a PhD in law and is a senior legal expert with over 30 years of experience in the public sector, particularly in justice and the rule of law. She has worked in various positions including as a member of the administrative tribunal at appeal level in Vienna, a scientific collaborator at the Austrian Constitutional Court and as Austrian representative at the European Union Court of Justice of the European Union. She has also led several justice projects as team leader, focusing on reforms in the field of justice and anti-corruption, particularly in Albania, Kosovo and Romania. Ms. Bernhard is a lecturer at the Austrian Academy for Public Administration and Universities of Applied Studies. She is the author of a wide range of studies assessing compliance of national laws with EU law and of monographs and research papers.

Anita Mihailova

Senior Legal Expert

Anita Mihailova is a senior legal expert with a master’s degree in law and has over 33 years of experience in justice positions, including 17 years in the public sector. She worked 10 years as a public prosecutor and about 4 years each as a member of the Supreme Judicial Council (SJC) and inspector with the Inspectorate at the Supreme Judicial Council in Bulgaria. From 2003-07, as an elected member of the SJC, she worked to align Bulgaria’s justice sector with European standards before the country’s EU accession. Ms. Mihailova helped establish the Inspectorate at the SJC, where she served as a member until 2011, working on functional and organizational development and reporting mechanisms. She has since worked as an international justice expert.

David Whitbourn

Communication Expert

David Whitbourn is a former BBC Journalist who brings more than 20 years’ experience in providing communications and strategy support to projects to effect public sector reforms and social change (including in the justice sector). As part of that he has worked in Albania for UN Women, UNHCR and five Albanian government departments. He has been a trainer for the Council of Europe, working with the Albanian Media Institute, training journalists as part of a regional project promoting freedom of expression & information and freedom of the media in South-East Europe. His most recent experience is supporting 183 countries and the European Union as a Communications Advisor and Spokesperson with the United Nations, working on wildlife conservation. This involved organising World Wildlife Day on behalf of the UN, media liaison, and management and content creation for 2 UN websites and 8 social media accounts.
